APEC says imposed carbon tax ignores provincial regulations

Atlantic Provinces Economic Council President Finn Poschmanns says an imposed carbon tax or cap-and-trade system ignores provincial regulations.  Some provinces already have regular emission reduction, with Poschmanns saying this added move could seriously hurt the economy without helping the environment enough.
